I don't remember it was every up to a vote. All it does is restrict federal funds in districts which can't play the numbers game. It has nothing to do with either kids or education, but rather control. No Federal money is provided for education or teacher junkets or anything. Nevertheless, it costs a lot to administer, so I'm sure 10,000 bureaucrats somewhere thank you.
