Hugh -

The threat of mutual assured destruction was always implicit, not explicit.

When did any President of the United States ever publicly say that the US would "obliterate" any other country in a given situation? Or any words to that effect, even?

The only thing I can recall that even comes close was Reagan's "We start bombing in five minutes" joke, which he delivered at a moment when he was unaware that the satellite feed was live.
