By increasing supply you are not encouraging use. You could raise taxes on fuel.

So if you could drill in your favorite place, you would accept higher taxes on oil? I might be able to favor that - would you? You would voluntarily accept a tax increase?

You could sell it abroad and help the balance of payments... <g>
