Tim, take a Google, the missiles have been adapted for land strikes, however, even the ballistic missiles Iran has would reach Dimona. I would agree the sunburns may be detected by radar but rare to be intercepted. Here's the google:

"The C.802 is reportedly available in both anti-ship and land attack versions. The C.802 most likely uses an active radar homing system to find targets in a pre-programmed area and may use a combination of Infra-red and SAR radar imaging for final targeting. The combination of I/R and radar imaging would render standard anti-radar defenses such as chaff ineffective.

Iran imported C-802 anti-ship cruise missile from China after the 1991 Gulf war. In 1996, China suspended exports in response to complaints by the United States. Iran expected to purchase 150 C-802 missiles from China but only received half of them because of the arms suspension.

By mid-1997 Iran reportedly installed 60 missiles deployed in coastal batteries on Qeshm Island, a strategic point on the eastern side of the Arabian peninsula. In 1997, China transferred 15 patrol boats armed with C-802 missiles. "

By the way, those little Iranian boats never back down, the last US warship was warned that they'd be fired upon unless they identified themselves. As you can see those patrol boats are armed with C-802 missles. The US did identify and did not ignore the Iranian warning.
