I don't honestly recall where Holbrooke stood on using force in the Balkans before it actually happened in 1995. I was living in a self-contained bubble in Croatia in many ways from mid-1992 until spring 1995. It was a small, intense place.

My general impression is that Holbrooke would be smart and prudent in advocating the use of force and three degrees beyond hyperactive in conducting diplomacy in a crisis.

As one foreign service officer put it, the man is a force of nature.
