SS benefits can certainly be cut but they can also be increased or kept the same.

"Can be cut", is enough for their to be risked. "Can be increased" doesn't eliminate the risk.

The benefits may be worth more in the future than people expect.

They likely will be worth less than the plan currently calls for, if they are worth less than people expect its only because some people think they will be a worth a lot less than the plan currently calls for (some even think the whole program will go defunct, and pay out nothing, I do not think this, so I would say that the system will likely pay out more than these people think)

The risk of loss from 401Ks and IRAs is certainly much higher than losing SS benefits.

The risk of outright loss in nominal dollar terms is higher, esp. for people who are foolish with their money.

The risk of pathetic real return is much lower.
