"Reinventing government" was Gore's job. Some might consider that important.

From everything I read, he was given more of a role than any previous vice president. Much more than the traditional funeral goer role. Gore was a Dem party heavyweight when selected. And Bill was, at least publicly, dedicated to his not being LBJ. The point was he didn't pick Gore because of electoral concerns. Moreover, they came from similar segments of the party, the DLC.

He was given the administrative job, among others, of "reinventing government". At the time, that was one of the genuinely unique elements in the Clinton administration. And, from all reports, he did a good job.
