Which is not necessarily a bad thing, and which in any case isn't privatization (which itself would generally be a good thing, but probably not in war).

Contracting, isn't real privatization. Privatization would not be contractors getting government checks, it would be the government not being involved (except perhaps as a regulator) and the initiative being a private one.

Well he isn't an officer of the company any more, and hasn't been in years, so absent some evidence of real wrong doing the question of propriety would be a very minor one.
