How so? Atmospheric CO2 keeps rising, temperatures have plateaued and started to fall.

CO2 and other gas's are invisible to the suns high frequency infrared light, but pick up and warm to some of the lower frequency infrared light radiated by the earth. Therefore it has to be increasing the GW effect as CO2 levels increase. However, other gases also do this, especially water vapor which picks up heat in both directions. Thus the amount is very tiny and almost insignificant.
