In this kind of situation, it takes a long time to get up the chain. The accused are vilified, their lawyers are trying like mad just to get the kids back, and there is not enough of a record yet to appeal on.

Nobody at the Texas State level wants to touch this case with a ten foot pole. They all know it radioactive.
