The topic under discussion was the horribly high overhead of administering SSA. I am sure that is a major contributing factor to its insolvency.

The cost to administer SSA in 2007 was $5.5 Billion, less than 1% of the benefits paid. I wouldn't say that is "horribly high", although it surely could be done more efficiently.

My problem with SSA isn't the administration costs, rather, it is the incompetence with which it has been administered, as well as the utter disregard for the beneficiaries in the process. It is your typical government bureaucracy, which under-serves its constituency.
