I was always under the impression we ultimately lost because Congress defunded operations. Yes, but it was not a total 100% defunding, but a large reduction. Mostly based on the fact we had a peace treaty, but it was too severe, SVN hardly had money for bullets. Ford didn't try to protect the budget, he was to eager to appease the press. We were supposed to help SVN fight off any attack, we didn't.
