Saudi Arabia is run by Islamists. They are the "legitimate" arm of the same party as the terrorists.

Considering the national composition of the 911 hijackers, Saudi Arabia has the responsibility to cooperate fully with the war on terror.

But the realism is that they won't. It may be better to reward them on just partial cooperation. Not saying it is, but it should be considered.
