I would argue, and I think tribal cultures worldwide support my argument, the best surrogate fathers are maternal uncles, and the best surrogate mothers are grandmothers, with a slight edge to maternal grandmothers.

I would also argue that parenting is a poor proxy for government and vice versa. Very different roles.
