Brazil is a self-sufficient economy. My understanding is the government has had long vision in the upcoming global economic turmoil. They may restrict rice export if the internal demand outstrip supply. Now that how the government would tackle the local mob business is another story. Any country has some issues, and it is a drastic measure on part of Brazil government to solve all the civil problems. I admire the country and its ability to produce from its resources. If it is not the discipline of the civilians, Brazil can take over China by surprise very easily. I still think Chinese women are hard to beat in manufacturability. Pls don't take it too seriously...
