I don't think it only applies to health care either. So what? The point is it DOES apply to health care, applying to other things as well isn't highly relevant, except to the extent they are used as examples of how the process works. The point is that it is very hard to try such change, than decide you don't like it, and go back to the previous situation. Effectively you have to choose to do it or not to do it, without first trying it, because trying it is doing it.
