I don't think what you are describing exists, but in any case bias in not always irrational or an error in judgment.

Let's say you are going to see a movie. You have two choices of theaters to go to:

Theater A: Tends to attract many young black men and women
Theater B. Does not tend to attract many young black men and women

I you choose theater B you are engaging in a negative racial bias, however in this case the bias is entirely rational, as young black men and women have a greater tendency to be unruly in movie theaters than other demographic groups. If this were not the case, AMC would not see the necessity of hiring off duty police officers to provide security at Theater A, but not at Theater B. To choose Theater A over Theater B would be an error in judgment.
