I see your point, too. But legislation isn't the only problem solving. Part of the solution, IMO, is differentiating between racism, for which one can blame others, and other factors, for which one might be primarily to blame. While you may not be able to fix the actual racism, it's helpful just to have the list on the table for awareness purposes, and you might be able to make some real progress on manifestations that are mistakenly blamed on factors outside one's control, things that aren't really racism or aren't predominantly racism.
