Deregulation is what gets us into these messes. Enron and others were able to manipulate the supply of energy to CA in order to jack prices up. That history is fact. Regulation is needed to act as a counterbalance to the adage of 'corporations will always act in their own self interest'. If the self interest of the corporation includes possible censure and even closure by not following regulations, then corporations will behave. Corporations CANNOT be trusted to 'self regulate'. History has taught us that much.
