No it cannot be government running the oil business. I read about these people who want to nationalize health care and the oil companies...why not car insurance? I think Canada tried that before. Funny thing is they look at South America and are amazed that the government could steal businesses, like Venezuela, Bolivia, Russia etc....and i don't mean old Russia. They call people fascist and yet economic fascism is just that. Government controlling business.
