The economy Bush inherited was ailing, and tax cuts did improve it.

Only in bizzarro land.
Bush jr. inherited a strong economy and tanked it.
It only appeared to be functioning becasue of the massive borrow and spend campaign that masked the fundamental weakness.
When the borrowing was finally more than could be tolerated the borrowing could not compete with the fall in the value of the dollar.

The only way this economy will get better is to match revenues and expenditures once again.
