(But then again, you'd probably like for all kinds of big Government bureaucracies to start caterwauling about the prospects of their budgets maybe getting cut, eh Tim?) "It isn't effective." You have ZERO evidence for that claim that a CONSTITUTIONAL Amendment, which has never yet been enacted, 'isn't effective'. :-) "... and to strict of regime of it can also have negative side effects." (Sure... such as reducing the budgets for your favorite federal bureaucracies or programs! LOL!)
