I wouldn't disagree about it, but the lease is valid, nevertheless -- and was reworked sometime in the '30s and Cuba *DID* cash the checks until Castro took over.

At any rate, GTMO as an example is definitely an outlier -- the typical relationship between the bases and people, or the bases and their government, is a positive one.
