Whether or not one thinks that Kyoto was on the right track, either way, there's a chance for a do over that would not have been there had we signed.

As is our wont, we are on different pages, different chapters.

But by not participating actively in the formation of the Kyoto treaty to make it work and then by backing away from it, the US communicated that it didn't care. And that it's politics were controlled by interests that didn't care; or rather would fight it.

So the act of not signing sent a terrible message.
