Does the DNC Rules committee rule by majority or by 2/3? Hillary has 15 of the 30 members.

possibly, but i think hillary will get about 68% to 70% of the PR vote and possibly around 64% to 68 % of the WVA vote; in neither case enough to make up for NC, Oregon or SD and his curren tbig lead.
