As several of us have said here, there are several good programs out there--Head Start, etc. How do we know Head Start is a good program? I've always heard it was. The wife of and old friend of mine in the 70's was a Head Start teacher. They and their social circle thought it was a good program. The idea sounds like it would be a good program. So how come we haven't seen more results? Do we know? Would it have been so much worse without this program--is that what we're measuring? I guess I still think it's a good program because I always have thought so and because I'm finding nothing to the contrary. But after thirty years, I have to wonder why things aren't better than they are.
