The only long-term effective solution to the chronic problem of massive federal over-spending to to enact a Balanced Budget amendment to the US Constitution which would prevent over-spending by MANDATING (annual or bi-annual) balanced budgets, unless the President declared a formal state of National Emergency and the Congress then ratified that declaration. Nothing lesser will have even the slightest success at ending the decade after decade of red ink and concomitant collapse of the Dollar. If you are not behind that... then you are jest 'pissin' in tha wind' as far as putting a permanent end to the federal over-growth and annual red ink....
