Not sure what you are talking about here. Surely the rising costs of health care isn't due to the payment system?

Much of the higher cost of our medical system (relative to other advanced countries) is due to the payment system. As far as the 'growth' of cost I would say you can tack some of that to the system as well... though med costs are rising worldwide.

An estimated 30% of health care costs is due to billing. And that number has been going up. Dealing with hundreds of insurance companies, all with different billing requirements, procedures and time lines is an expensive nightmare.

Another big chunk is due to malpractice insurance. Note that if there is universal coverage, then the biggest part of malpractice awards goes away. Because the cost of long term care is no longer a factor and that can easily run into millions. Now, that still leaves loss of wages. Not sure what can be done about that.
