You must have forgotten the details of what I wrote.

The 'Balanced Budget Amendment' that I said I support allows for *one* exception:

If the PRESIDENT formally declares a 'national emergency' and the CONGRESS then formally ratifies that declaration of national emergency then the budget-balancing requirement can be waived for that one year's budget only.

And... yes, that would allow for some potential for the WH and Congress to try to play the system....

BUT, they would have to do so IN THE OPEN, in full view of the American people (who would then have the clear option of NOT-REELECTING some of those scum-butts... or actually impeaching any grossly dishonest among their members).

No system of government can be 'perfect', but at *least* the public would have a FAR greater chance of ending continuous federal over-spending!
