If he had made money he could have paid taxes. If you paid taxes, whether deducted or quarterly payments you could still be qualified.

However I was joking. He couldn't get one anway. I can't I he likely makes more than me on various accounts.

The catch is that if you make 75K or more whatever is over 75K reduces your rebate by 5% of the overage. That means if your adjusted gross income is 81K or more and you are single, you get nothing.
