Cost and birthrate and prescription error are what they are.

But the reasons for them are not always clear or are not always primarily related to the systems under discussion. To the extent that changes in the medical care system, or the medical care payments system, can help improve these areas to any degree, those changes don't necessarily require major changes in the overall systems.

Prescription error, in particular seems to call out for a solution narrowly focused directly on prescription error.

Birth weight and cost, OTOH have so many complex factors going in to them, that its probably not easy to come up with an effective plan for wide spread improvement.

Also they are 3 measures, not bad ones, but there are many others.
