>>what do we think now?<<

A proper pirate company has two leaders that are elected by the crew. They make the decisions... ;>)

Life as a pirate

Unlike traditional Western societies of the time, many pirate crews operated as limited democracies[15]. Both the captain and the quartermaster were elected by the crew, they in turn appointed the other ship's officers. The captain of a pirate ship was often a fierce fighter in whom the men could place their trust, rather than a more traditional authority figure sanctioned by an elite. However, when not in battle, the quartermaster usually had the real authority.

I think it's very easy to isolate and eliminate tread invaders: just ask everybody to put them on ignore. Pretty soon nobody responds to them and they leave.

TJ, the Globalstar stream ran and still runs unmoderated, but now in disrepair because Globalstar Inc is uninspiring. Other unmoderated streams can run too if there is some leadership.

<all unmoderated threads will fall apart, because there is no final decider, the high court, etc etc >

There is of course the final arbitration of SI Terms of Use and they will, if push comes to shove, defend their cash flow. Which means maintaining higher standards than Yahooliganism.
