Its just power and money. Liberals raise taxes and use the money to pork barrel, pay off people who supported them and to recruit people who will likely support them (left leaning, down trodden, less well educated, or enviro-brain washed are key targets...basically people who for whatever reason are running scared).

Conservatives use tax dollars to do the same thing, however they try to use less tax dollars, so they can appeal to the 50,000 to 100,000 truely strong independant individualists who are confident they don't need truck or trade with government of any kind. Unfortunatley individualists, by definition, don't form working groups, focus groups, workshop on weekends, organize rallies, or network really well. They also are not physically able to come up with warm fuzzy catch phrases, circular reasoned mission statements. In other words, they are politically inept.

So liberals tend to stay in power, until conservatives can muster up enough politial savvy to act like liberals without really being seen to act like liberals.
