Most of the time each side is as passionate about thwarting the others as they are about promoting their own particular agenda. I don't think there's anything remotely rational about the ping-pong game. Not at a substantive level, that is. Some fear that somewhere in the process others may make money on it. Can't have that. Others fear that somewhere in the process the first bunch might eat quiche from a solar-powered oven and we'd lose our national character. Can't have that, either. Seriously, I expect a lot of it is the distribution of federal incentives. When competition for tax moneys is involved, things get complicated. And a lot more of it is the degree to which it bumps up against the earnings of professional environmentalists and spoiled NIMBYs.
