I don't see how these two statements are related.

The U.S. Patent Office (or whichever federal agency deals with this) has to stop giving new patents for the same reformulations on different drugs. That is a given.

But what does that have to do with generics?

Considering how Wal-mart has killed small businesses, I think the analogy between the government and Wal-mart is very apt.
