But I would like a strategy to get rid of a lot of the negative actions by our government in this area.

Some of the supposed subsidies to the oil industry, probably aren't reasonably classified as subsidies, but that doesn't mean the industry doesn't get any subsidies or benefits. To the extent it does, these benefits should probably be removed, but at the same time I would open up more areas for drilling.

A term like "congressional risk", is more appropriately applied to the risk that congress will raise taxes, or impose penalties, than it is applied to the idea that subsidies might not continue. Subsidies aren't reasonably taken as a given, and stopping them is not congress causing harm to a project, just congress not giving it a handout any more.
