Well, what you said is that being land-locked and not having natural resources would make Tibet a failed state. In fact, being land-locked is not uncommon for viable states all over the world, and all nations have to import natural resources. It's true that Tibetans have a low literacy rate, but that doesn't speak well of the Chinese government, does it? In fact, the Dalai Lama is a strong promoter of education for Tibetans, and Tibetans living outside Tibet are quite well-educated.
