From what I remember of the discussion I had about this in late 2004, it's part of the arrangement between the State and the power companies if you're grid-connected and having your excess power credited to your account.

You can go off-grid with a battery backup system, but you'd have to weigh the cost and maintenance against the amount of down time you typically experience in your locality.
