Or, they could contract with some terrorists to sink a few tankers in the Persian Gulf. Get that 30% (or more) pop WITHOUT cutting production!

Isn't that what OPEC is for?

It all depends on how much a recession in the US affects the global economy. The Great Depression of the 1930s affected the entire world, despite America's isolationism, didn't it?
