As I have previously pointed out, I do not consider waterboarding as torture. It is harmless if properly done, lasts only a few seconds, and is tremendously effective.

When the CIA did waterboard those three individuals, nobody considered it as "torture". That a liberal Congress changed the definition after the fact is of no consequence.

I think CIA definitely ought to use the technique whenever they believe it would be effective.
