Major combat operations in Iraq have ended. That was also true. In the Battle of Iraq, the United States and our allies have prevailed. That was in a sense true. But it and the other part of the statement "And now our coalition is engaged in securing and reconstructing that country", obviously greatly underestimated the difficulties that we would have with securing and reconstructing the country. It wasn't a dishonest statement as far as I can tell, but it was a statement based on a failure to recognize what would happen in Iraq.
