The Roman Empire fell over a long period of time. Armies of the Republic of Rome consisted of citizens conscripted for fixed periods of service. However, during the empire period, much of the army's functions were "outsourced" to former enemies and, in 476 AD, the army commander Odoacer became the first Germanic ruler of Rome. So, by the time Rome fell, it wasn't really Roman any more.
