Gas or diesel cars are inefficient and dirty because their motors have to operate at a wide range of rpm. You can tune an engine to run very efficiently and clean if you keep it at the same rpm, which was the concept behind some of the early hybrids, which only used the engine to charge the batteries.

Same concept applies to power plants, they as efficient as possible because they burn fuel at the same average rate.
