Re: "Big deal." It is a BIG DEAL. One way is honest budgeting in government. Facing up to what you are spending in an ongoing basis and so hopefully cutting what you can to keep the red ink from growing too fast. While the other way is a transparent political TRICK... 'smoke and mirrors' shell game designed to allow the administration to go before the public with a mostly straight face and claim that they are 'fiscally prudent' because the 'deficit is not so big'. Meanwhile they are trying their darnedest to pull the wool over the eyes of the most gullible members of the public, by keeping the 'headline deficit number' down (which is all that many people read: the headline number.)
