It isn't just courtesy of Bush I understand that. When I was in the business of sifting through tangled functions, Bush wasn't yet president. It's been that way since EPA and Energy were established. t is because it is a real issue. The cause of Darfur was the drought and increasing desertification That may be a real issue but it doesn't have much if anyting to do with the overlap of environment, energy, and defense. People have been migrating from less fertile areas since long before there was even a US, let alone an Energy department or a Bush presidency.
