Those clever Bushies! They reclassified a large number of part-time workers from "part-time for economic reasons" to "part-time for non-economic reasons". It results in a 1 for 1 increase in both the labor force and the number of employed. Hence there's a lowering of the unemployment rate. bls.gov The alternate measure of unemployment U-6 includes the people working part-time for "economic reasons". U-6 Total unemployed, plus all marginally attached workers, plus total employed part time for economic reasons, as a percent of the civilian labor force plus all marginally attached bls.gov
