What I said (that you try to dodge away from): 1) Since the Iraq War and Occupation began, *not once* have the costs been included in the OFFICIAL BUDGETS of the United States of America . (You know... those 'little', yet CONSTITUTIONALLY REQUIRED budgets that are passed by Congress and then signed into law by the President each year....) The War/Occupation spending has been 'slipped in' through means of officially 'Off-Budget' supplemental appropriation bills. 2) As a consequence of that bit of flim-flam, that shell game, the President has been able to get away with ignoring the War/Occupation costs in his imaginative little 'economic projections' that he has sent to Congress, and trumpeted to the American public. EACH and EVERY ONE that he has put forward has excluded ALL CONSIDERATION of these (officially 'off-budget') supplimental costs. This has enabled the President to paint a happy little smiley face on his budget projections, and upon each and every one of his administration's claims that they 'see' a 'balanced budget' at some distant point in the future. The O.M.B., and the C.B.O. are OFFICIALLY constrained by the rules which govern their operation and so they too must exclude these 'supplimental' appropriations from their economic analysis. (Although simple honesty has often compelled the C.B.O. to at least refer to these real and ongoing expenses down in the footnotes of their documents.....) This is how a Hall of Mirrors, an echo chamber of faulty economic nonsense, has been perpetrated --- enabling the continuing propagandistic attempts to run this shell game on the public.
