Considering how much of it has been done by the Bush administration, and by Republicans in Congress, in the past seven years, I find it incredible that anyone would seriously claim it was a leftist technique. It was pretty much institutionalized by Bush, et al. But of course, they do qualify as avid partisans. - Allen
