that "RBA" theme was created by the newspapers here as the separation between the strong real estate markets and the weak ones. Solano has never been bay area as far as I know. To me the Bay Area has always been SF, Peninsula and San Jose- heres a map from my fave blog on it, about halfway down. The land constrained areas where silicon valley companies are, is the RBA I think. The east bay is not landlocked.
