Just as I said the first and the second time: the Office of Management and Budget, and the Congressional Budget Office must operate under assigned RULES when they are formulating economic analysis or economic projections.

They are proscribed by STATUTE from including officially "off-budget" expenditures from their economic projections for America.

(Naturally enough --- because MOST 'off-budget' expenses are one-off type items. We have never before in the entire history of the country kept an entire major WAR officially off the United States' Budgets... certainly never for anything like this length of time.)
